Rep. Warren Davidson (R-OH) has re-introduced the Railroad Responsibility Act of 2025 in Washington, D.C. The proposed legislation aims to address issues related to railroad crossing blockages by empowering states to impose penalties on railways that obstruct roadways.
"The Railroad Responsibility Act gives power back to the states to regulate blocked rail crossings," said Rep. Davidson. "The federal government must stop preventing states from enforcing common sense laws that penalize railways for blocking crossings."
This move seeks to shift regulatory authority from the federal level to state governments, allowing them more control over managing and mitigating the impacts of blocked rail crossings.
