Thomas Hall | The Ohio House of Representatives
The House Technology and Innovation Committee commenced hearings on House Bill 78, which aims to expand the use of digital IDs in Ohio. State Representative Thomas Hall (R-Madison Twp.) and State Representative Joe Miller (D-Amherst) are sponsoring the legislation.
The bill includes key provisions that mandate the Registrar of Motor Vehicles to establish a program for Ohio residents to use digital IDs, incorporating specific security measures. It allows Ohioans to present a digital driver's license or ID via a cell phone, tablet, or other wireless devices instead of a physical card. The Registrar may also introduce additional procedures deemed necessary to ensure privacy and security in data exchanges.
"This is an obvious next step to further expand a program to make the lives of Ohioans easier while still maintaining the level of security and protection that our constituents demand," said Hall during sponsor testimony.
An amendment prohibits using digital IDs for voting purposes, ensuring election integrity remains intact. The bill will undergo further consideration by the House Technology and Innovation Committee.
