COLUMBUS – The House Health Provider Services Committee commenced hearings on House Bill 319, the Conscientious Right to Refuse Act, as announced by State Rep. Jennifer Gross (R-West Chester) on Apr 11, 2024. Gross, along with joint sponsor State Rep. Scott Wiggam (R-Wayne County), provided sponsor testimony before the committee.
Gross emphasized the importance of protecting religious freedoms, stating, "It is our duty as State Representatives to protect the constitutionally established religious freedoms of our constituents and to ensure they can freely live their lives while adhering to these morals and principles without discriminatory action."
The Act aims to safeguard Ohioans who opt to refuse a vaccine or pharmaceutical based on conscientious and religious beliefs from facing discrimination in the workplace and higher education. Specifically, the Act will allow individuals aged 18 and above to decline vaccines or pharmaceuticals for reasons of conscience or religious convictions without repercussions such as denial of employment, services, or access to commerce.
Furthermore, the Act will provide legal recourse for individuals who experience discrimination due to their refusal of vaccines or pharmaceuticals. It also ensures that education on and access to medical interventions will not be prohibited by the Act.
House Bill 319 is currently pending further review by the House Health Provider Services Committee.
