State Representative Jennifer Gross from West Chester has announced that the Ohio House of Representatives has approved House Bill 28. The bill seeks to simplify the state's property tax system, enhance transparency, and prevent unintended increases in property taxes by eliminating replacement property tax levies.
House Bill 28 will stop local governments from proposing replacement property tax levies starting with elections on or after October 21, 2025. These levies have been criticized for potentially misleading voters and causing unexpected hikes in property taxes. However, the bill does not impact existing replacement levies.
“I’ve heard a significant number of concerns about the rising property taxes from District 45,” said Gross. “This is just the beginning of what the General Assembly can accomplish for the taxpayer.”
The legislation maintains local governments' ability to renew current levies and propose new or increased ones directly.
The bill now advances to the Ohio Senate for further consideration.
